Recent paper by the Alliance for Contraception in Cats & Dogs offers recommendations for quantifying cat populations at two scales: the colony level and at the city/town level. While not peer-reviewed, the paper attempts to provide methods that are easy to implement to encourage wider participation in studies.

Is it acceptable to compromise methodological rigor for potential for wider acceptance? Are complicated protocols the real reason for the paucity of free-ranging cat population data?
